Is there a way to opt out of having a meter fitted when there is a change of occupier?

To encourage more people to save water we install a meter when there is a change of owner or a new tenancy.

People living in metered properties typically use 10% less water than those in unmetered homes.

It is not possible to opt out of having a water meter fitted.
