Why are metered standing charges more than unmetered standing charges?

Unmetered and metered charges cover different costs.

Metered standing charges cover the extra costs of maintaining and reading the meter and producing the bill.

The metered sewerage standing charge also includes the cost of dealing with surface water runoff from properties and highway drainage.

For unmetered properties these costs are included in the charge per pound of the rateable value.
